NTN Registration Pakistan 2025 — Complete Step-by-Step Guide

By Hassan Ali — Senior Tax Consultant, FirsTax·July 2025·10 min read

NTN is Pakistan’s tax identity number — and without it, you pay more tax on almost every financial transaction. This guide explains what NTN is, who needs it, how to register online, and what mistakes to avoid — written by a consultant who has registered thousands of NTNs on FBR IRIS.

If you live in Pakistan and earn any income, own property, or run a business — you almost certainly need an NTN. Yet millions of Pakistanis either don’t have one, registered it incorrectly, or don’t fully understand what it does for them. This guide covers everything you need to know, written by a consultant who has registered thousands of NTNs since 2015.

If you’d rather skip the process entirely, WhatsApp FirsTax and we’ll register your NTN in 24 hours.

1. What is NTN and Why Does It Matter?

NTN stands for National Tax Number. It is a unique 7-digit identification number issued by the Federal Board of Revenue (FBR) to taxpayers registered in Pakistan. Think of it as your tax CNIC — just as your CNIC identifies you as a citizen, your NTN identifies you as a registered taxpayer.

Once you have an NTN and file your annual tax return, you appear on FBR’s Active Taxpayer List (ATL) — which is Pakistan’s official list of compliant taxpayers. Being on ATL changes your withholding tax rates dramatically across dozens of financial transactions.

REAL IMPACT OF NTN + ATL STATUS

Property Purchase — PKR 50 lakh

Non-filer tax: ~PKR 300,000

Filer (ATL) tax: ~PKR 75,000

Saving: PKR 225,000

Bank profit on PKR 10 lakh

Non-filer withholding: 30%

Filer (ATL) withholding: 15%

Saving: 15% on all profit

2. Who Needs NTN Registration in Pakistan?

Under the Income Tax Ordinance 2001, NTN registration is required for:

  • Salaried individuals — anyone earning above PKR 600,000 per year
  • Business owners — all businesses, sole proprietors, partnerships, and companies
  • Freelancers — anyone earning income from foreign clients via Upwork, Fiverr, Payoneer etc.
  • Property owners — anyone buying, selling, or earning rental income from property
  • Directors and shareholders — of registered companies
  • Importers and exporters — all trade businesses
  • Anyone wanting ATL status — to reduce withholding tax rates across all transactions

Even if your income is below the taxable threshold, registering an NTN and filing a nil return gives you ATL status — which saves you money on property, banking, and vehicle transactions throughout the year.

3. Benefits of Having NTN and ATL Status

The financial benefits of NTN + ATL status are significant and apply across almost every major financial transaction:

TransactionNon-Filer RateFiler (ATL) Rate
Property purchase tax3–4%1–2%
Property sale tax (CGT)6–10%0–4%
Bank profit withholding30%15%
Vehicle registration4–6%1–2%
Cash withdrawal (above threshold)0.60%0%
Prize bond / lottery winnings25%15%

Beyond the tax savings, NTN is also required to: open a business bank account, register a company with SECP, apply for Chamber of Commerce membership, tender for government contracts, and register for sales tax (STRN).

4. Documents Required for NTN Registration

The documents you need depend on your taxpayer category:

Individual / Salaried

  • CNIC (front & back)
  • Mobile number (CNIC-linked)
  • Employer name (optional)
  • Email address

Freelancer

  • CNIC (front & back)
  • Mobile number
  • Payoneer/bank statement
  • Platform profile (Upwork/Fiverr)

Business / Company

  • CNIC of owner/directors
  • Business name & address
  • Business activity description
  • Bank account details

5. How to Register NTN Online — Step by Step

NTN registration is done through FBR’s IRIS portal at iris.fbr.gov.pk. Here is the complete process:

1
Open FBR IRIS

Go to iris.fbr.gov.pk and click Registration for Unregistered Person on the login page.

2
Enter Your CNIC

Enter your 13-digit CNIC number (without dashes). The system will check if you are already registered.

3
Enter Mobile Number

Enter your mobile number. This must be the number registered against your CNIC in NADRA records. If you use a different number, the OTP will not be delivered.

4
Verify OTP

You will receive a 6-digit OTP via SMS. Enter it on the IRIS portal within the time limit. If the OTP does not arrive, check your NADRA mobile number linkage.

5
Complete Your Profile

Fill in your personal details — address, email, taxpayer type (individual/salaried/business), and income source. Select the correct taxpayer category — this affects which return forms appear later.

6
Set Your Password

Create a strong password for your IRIS account. Keep it safe — you will use it every year to file your return.

✓
NTN Issued Immediately

Upon submission, your NTN is generated instantly. You can find it on your IRIS profile page. Note it down and keep a screenshot.

IRIS Portal Issues — Very Common

The FBR IRIS portal has well-documented technical problems: OTPs not delivered, pages crashing on submission, incorrect taxpayer categories causing problems with future filings, and CNIC-number mismatches causing registration rejections. If you encounter any of these, WhatsApp FirsTax — we handle IRIS registrations daily and know every workaround. Done in 24 hours.

6. Types of NTN — Individual vs Business

FBR issues different NTN types depending on your taxpayer category. Selecting the wrong one at registration causes serious problems with future filings.

CategoryWho It’s ForNTN Format
Individual (Salaried)Employees with salary income only7-digit number
Individual (Business)Sole proprietors, freelancers with business income7-digit number
AOP (Association of Persons)Partnerships, family businesses7-digit number (AOP)
CompanySECP-registered Pvt. Ltd. / SMC companies7-digit number (Company)

7. NTN vs STRN — What’s the Difference?

This is one of the most common questions we receive:

NTN

National Tax Number — for income tax. All taxpayers need this.

  • Required for income tax return filing
  • Required for ATL status
  • Required for property transactions
  • Required for business bank accounts
  • Required by all individuals and businesses

STRN

Sales Tax Registration Number — for sales tax. Only some need this.

  • Required for businesses selling taxable goods
  • Required for manufacturers above threshold
  • Required for freelancers claiming IT export exemption
  • Requires NTN first
  • Not needed by most salaried individuals

The simple rule: Everyone needs NTN. Only businesses dealing in taxable goods/services and freelancers claiming IT export exemption need STRN in addition to NTN.

8. How to Check Your NTN Number in Pakistan

There are three ways to check your NTN number:

  1. FBR IRIS Portal — Log in to iris.fbr.gov.pk with your CNIC. Your NTN is displayed on your profile dashboard.
  2. FBR TaxRay — Visit fbr.gov.pk and use the taxpayer search/NTN verification tool. Enter your CNIC to retrieve your NTN.
  3. SMS Method — Type CNIC [space] your 13-digit CNIC and send to 9966. FBR will reply with your registration status and NTN.

✓ Tip

Save your NTN number and IRIS login credentials in a secure place. You’ll need them every year for tax return filing, and recovering a forgotten password on IRIS is notoriously slow.

9. How to Get on the FBR Active Taxpayer List (ATL)

Having an NTN alone does not put you on ATL. You must also file your annual income tax return. Here is the sequence:

  1. Register NTN on FBR IRIS
  2. File your annual income tax return (by 30 September for salaried)
  3. Wait 3–7 days for FBR to process and update the ATL
  4. Verify ATL status at atl.fbr.gov.pk or via SMS to 9966

ATL is updated weekly by FBR and published as a downloadable list. Your name appears on ATL for the year after you file your return. Missing one year’s return removes you from ATL for that year.

FirsTax handles the complete process — NTN registration followed immediately by return filing — so clients get on ATL as quickly as possible.

10. Common NTN Registration Mistakes

These are the mistakes we fix most often for clients who registered themselves:

  1. Wrong taxpayer category — selecting salaried when you have business income, or vice versa. This causes problems with which return forms appear and can trigger FBR queries.
  2. Wrong mobile number — entering a number not linked to your CNIC in NADRA. OTPs fail, and you get locked out of IRIS.
  3. Incorrect address — entering a temporary or incorrect address. FBR uses your registered address for all official correspondence including notices.
  4. Not noting the NTN — failing to record your NTN after registration. Recovering it later requires contacting FBR, which is time-consuming.
  5. Duplicate registrations — attempting to register multiple times after a failed attempt, creating duplicate or conflicting entries that require manual correction at FBR.
  6. Not filing after NTN registration — the most common mistake. Registering NTN does not put you on ATL. You must also file your annual return.
