FREELANCER TAX GUIDE · UPDATED JULY 2025
If you earn money on Upwork, Fiverr, Toptal, or from any foreign client — you can legally pay zero income tax in Pakistan. This guide explains exactly how, step by step. Written by a tax consultant who has registered hundreds of Pakistani freelancers as IT exporters since 2015.
IN THIS GUIDE
Pakistan has one of the fastest-growing freelance sectors in the world — Upwork, Fiverr, and Toptal are full of talented Pakistani developers, designers, writers, and consultants earning in dollars and pounds. But most of them are either paying tax they don’t legally owe, or nervously ignoring FBR altogether and hoping for the best.
This guide is the definitive answer. After registering hundreds of Pakistani freelancers as IT exporters since 2015, here is everything you need to know — written plainly, without jargon.
If you’d rather skip the reading and get registered today, WhatsApp FirsTax — we handle the complete IT exporter registration for PKR 8,000 in 48 hours.
The short answer: they are supposed to — but most legally don’t have to, if they register correctly.
Pakistani freelancers earning foreign income are technically within the scope of Pakistan’s income tax law. However, FBR has introduced a powerful incentive to encourage the growth of Pakistan’s IT export sector: a 100% tax credit on income earned from the export of IT services and IT-enabled services.
In practice, this means that a registered Pakistani IT exporter — including a freelancer on Upwork or Fiverr — can legally pay zero rupees in income tax on their foreign earnings. This is not a loophole or grey area. It is an explicit, legal provision of Pakistani tax law that FBR actively promotes to attract foreign exchange remittances.
Here is what is actually happening to most unregistered Pakistani freelancers right now:
Unregistered Freelancer
✓ Registered IT Exporter
WHAT THIS COSTS IN REAL MONEY
A freelancer earning USD 1,500/month (≈ PKR 420,000):
Without IT Exporter Registration
Payoneer withholding: ~PKR 30,000/yr
Income tax liability: ~PKR 80,000/yr
Higher bank/property rates: PKR 20,000+/yr
Total unnecessary cost: PKR 130,000+/yr
With IT Exporter Registration
Payoneer withholding: PKR 0
Income tax: PKR 0
Bank/property rates: reduced
Registration cost: PKR 8,000 (one-time)
The IT export tax exemption is provided under the Income Tax Ordinance 2001, as amended. The key provisions:
What counts as IT services under this exemption?
Almost all services delivered digitally to foreign clients qualify. If you are unsure whether your specific service qualifies, WhatsApp FirsTax — we confirm eligibility free of charge.
You qualify if:
Important: Cash payments don’t qualify
The exemption applies only to foreign income received through official banking channels. Cash payments, hawala, or informal money transfer methods do not qualify and create FBR compliance risks. Always receive foreign payments through Payoneer, Wise, or direct bank wire.
To legally claim the IT export exemption, you need three things registered with FBR:
Your income tax identity number. Required first. FirsTax registers NTN in 24 hours — or it’s included in the freelancer bundle at no extra charge.
Your sales tax identity number. Required for IT exporter status. Many freelancers don’t know they need STRN — but without it, you cannot register as an IT exporter with FBR. FirsTax registers STRN in 24 hours.
With NTN and STRN in place, FirsTax registers you as an IT exporter on FBR’s system and files the IT export tax exemption in your annual return. This is the step that makes your foreign income legally tax-free.
Here is exactly what happens when FirsTax registers you as an IT exporter:
| Step | What Happens | Timeline |
|---|---|---|
| 1 | You WhatsApp CNIC + Payoneer/earnings proof | Day 1 |
| 2 | NTN registered on FBR IRIS (if not already done) | Day 1 |
| 3 | STRN registered on FBR IRIS | Day 1–2 |
| 4 | IT exporter status registered on FBR system | Day 2 |
| 5 | Annual return filed + IT exemption claimed | Day 2–3 |
| ✓ | NTN, STRN, IT exporter certificate + ATL confirmation sent to you on WhatsApp | 48 hours |
Documents you need to send on WhatsApp:
Payoneer is the most popular payment method for Pakistani freelancers — and it is the source of the most confusion about tax. Here is a clear breakdown:
| Situation | Tax Treatment |
|---|---|
| Payoneer withdrawal — non-filer (not on ATL) | Bank deducts 0.6%–1% withholding tax on every withdrawal above threshold |
| Payoneer withdrawal — filer (on ATL) | No withholding deduction on withdrawals |
| Annual income tax — registered IT exporter | 0% income tax under IT export exemption |
| Annual income tax — unregistered freelancer | Standard income tax slab rates apply (up to 35%) |
The key point: There are two separate tax hits for unregistered freelancers — withholding tax on each Payoneer withdrawal (taken at the bank), and annual income tax on total earnings (filed with FBR). Registration eliminates both.
✓ What to Tell Your Bank
Once you are a registered IT exporter on ATL, inform your bank of your filer status. Provide your NTN and ATL confirmation. Banks update their records and stop deducting withholding on Payoneer withdrawals. FirsTax provides a standard letter for this purpose.
Each platform has slightly different mechanics but the tax treatment is the same:
Upwork pays via Payoneer, direct bank transfer (ACH/SWIFT), or Payoneer prepaid card. All payment methods qualify as IT export income once you are a registered IT exporter. Upwork itself does not withhold Pakistani taxes — the withholding happens when you withdraw to a Pakistani bank.
Action: Register NTN + STRN + IT exporter → Bank stops withholding → File annual return claiming exemption → Zero tax.
Fiverr pays primarily via Payoneer. Same treatment as Upwork — Fiverr does not handle Pakistani taxes. Income qualifies as IT export income. The Payoneer bank withdrawal is where withholding occurs for unregistered freelancers.
Action: Same registration process as Upwork. Once on ATL, withholding stops immediately.
Senior developers and designers on Toptal or working directly with foreign clients typically receive payment via SWIFT bank wire or Wise. These are direct bank credits — also qualifying as IT export income. At higher income levels (USD 3,000+/month), the tax saved by registration is PKR 100,000+ annually.
Action: Direct bank wire income also qualifies. Ensure you have documentation showing the payment source is a foreign client. FirsTax advises on documentation requirements.
Wise payments from foreign clients qualify as IT export income. Wise deposits to Pakistani bank accounts are treated the same as Payoneer withdrawals for withholding purposes. ATL registration eliminates the withholding.
Note: Keep Wise transaction records showing the foreign source of payment. FBR may request documentation during annual filings.
This is the step most freelancers miss after registration: you must file an annual income tax return every year to maintain your IT exporter status and claim the exemption.
Here is why it matters:
| What to File | Details | Deadline |
|---|---|---|
| Annual income tax return | Declare foreign income + claim IT export exemption | 30 September |
| Wealth statement | Declare all assets — bank balances, property, cash | 30 September |
| Monthly STRN return | Sales tax return — can be nil if no local sales | 18th monthly |
FirsTax files the annual freelancer return for PKR 5,000/year from Year 2 (included in the Year 1 bundle). Monthly STRN nil returns are filed for PKR 5,000/month.
This is a question FirsTax gets asked every day. Here is the honest answer:
Individual (Sole Proprietor)
Best for: freelancers earning under PKR 300,000/month
SMC-Pvt. Ltd. Company
Best for: earning PKR 300,000+/month or scaling up
Our recommendation: start as an individual if you are just beginning or earning under PKR 200,000–300,000/month. Upgrade to an SMC company when your income and client base justify the added structure and cost. FirsTax advises on the right timing — WhatsApp us and we’ll tell you honestly.
This is the most common situation we deal with. The good news: it is fixable, and the sooner you act, the cheaper it is.
Here is what FirsTax does for late registrations:
The honest truth about waiting
FBR is increasingly monitoring IT income and Payoneer transactions. As Pakistan’s freelance sector grows, FBR scrutiny grows with it. Freelancers who wait longer face higher back-tax exposure and potentially larger penalties. The PKR 8,000 registration cost today is always less than the cost of an FBR notice later. WhatsApp us now — we’ll assess your situation free of charge.
Here is FirsTax’s complete pricing for freelancer tax services:
